2025 Election of Trustees
Rotorua Energy Charitable Trust, operating as Rotorua Trust, is holding its triennial election of trustees this year, with voting closing at 12 noon on Saturday, 22 November 2025. The election selects who holds a trustee position at Rotorua Trust and contributes to funding and community investment decisions.
Since its establishment in 1994, the Trust’s branding has evolved to reflect the work Rotorua Trust does and the community it represents. The lines represent the balancing act that exists between careful investment and providing funding for the community. With the kaupapa (vision) ‘Mō Tātau Katoa – For All of Us’, Rotorua Trust exists to create a better Rotorua for all.
Six trustees are elected to the Trust every three years by electors in the Trust’s district. To have your say on who will run the Trust for the next three years, read the information in this booklet about each of the candidates who are standing, then follow the instructions on the voting document included in this pack to cast your vote.
ELECTION OF SIX (6) TRUSTEES

Ngahi BIDOIS
Kia ora tatou katoa.
My name is Ngahi Bidois. I am humbly seeking your support to elect me to the Rotorua Energy Charitable Trust (RECT) please. I wish to give back to our Rotorua community, that has given me much.
I am a highly qualified Board Director with excellent board expertise including Chair roles. For instance, I currently sit on two boards that have over $1Bn in assets.
I grew up in Western Heights and Awahou before attending Massey University to attain business and education degrees. I have an excellent understanding of our Rotorua business, educational, health, tourism, cultural, environmental and sporting community needs.
If elected I will bring sound governance practice, community wisdom, financial capability, strategic thinking and commercial acumen to ensure RECT continues to make wise business investment decisions and secures future sustainability.
I am married to Carolyn and we have two children who are both medical doctors.

Annette BURGESS
Raised in Waikite Valley, Annette has been active in our local community for more than 40 years.
With a background in communications, she has worked with many community organisations, including The Tindall Foundation, Rotorua Trust and JR McKenzie Trust.
An experienced senior manager in the charitable sector, she led the Geyser Community Foundation for 15 years, taking it to new heights in fundraising and giving grants.
A former Chair of the Queen Elizabeth Hospital Community Trust, President of the Rotary Club of Rotorua Lakes and Founding Trustee of Parksyde 55+ Community Centre, she was awarded a Paul Harris Fellow in 2010 for services to Rotary and to the Community.
Passionate about people and ensuring support gets to those most in need, Annette enjoys working alongside people making positive change in our community.
Recently retired, she has the time to commit 100% to Rotorua Trust and has no conflicts of interest.

Tamati COFFEY
I’ve had the privilege of serving six years on the Rotorua Trust as Deputy Chair, and six years as a Member of Parliament during unprecedented and challenging times. Both roles gave me the skills to navigate complex governance situations.
I’m also a dad of two, with another on the way. Passionate about the power of education, I’ve joined the boards of Rotorua Primary and Rotorua Lakes High School. Fatherhood has sharpened my focus on long-term impact, and I’m ready to bring that perspective and proven governance experience to the Rotorua Trust.
Our Trust needs good governors who bring a broad range of experiences. My current work brings me around the table with all sorts, from agribusiness leaders, to Māori trusts, to local not-for-profit organisations. I’m committed to helping build a safe, celebrated and connected Rotorua community for all of us.

Catherine COONEY
With a deep commitment to the Rotorua community Cathy is seeking re-election for a second term as a Trustee of Rotorua Trust.
She maintains strong community involvement and is dedicated to fostering the growth and advancement of organisations which contribute to the wellbeing and strength of Rotorua.
Cathy provides extensive governance expertise and leadership experience in the health and tertiary education sectors along with significant voluntary service in various community organisations.
She is regarded for her ethical leadership, integrity, and consistent achievement of results, and approaches the evaluation of grant applications with objectivity and a focus on how Rotorua Trust can add value and support to the aspirations of local individuals and organisations.
In 2021 Cathy was awarded a MNZM in recognition of her contributions to health services and the community.

Brendan DAVIS
I am proud to call Rotorua my home, with 30 years in tourism and 12 years as head of a secondary school department. I also spent a year working on a New Zealand government research program in Antarctica. Known for my honesty and strong work ethic, I aim to use my life experience to drive positive outcomes for the many vulnerable groups in our city.
I am committed to supporting our youth and actively engage with local groups such as Love Soup, Rotorua Multicultural Council, and Riding for Disabled. By working together, we can build a stronger, safer, and more inclusive Rotorua for everyone.
My vision is a city that encourages community engagement, gives back to our elderly, and supports our youth and families. I believe in Rotorua and, with your vote, I would be honoured to help make our community a better place to live.

Greg GOULD
Rotorua is my home, I was born here and attended primary, Intermediate and High School growing up here.
My primary job was at Gould Photographics where my family and I built it up to be the main photographic store in Rotorua.
I have been involved in sports all my life and have seen the problems with sporting clubs trying to raise money for club renovations, ground repairs, sport uniforms etc.
If I get elected for the trust I will put all my effort into helping community organisations get any funding available. This will help our struggling clubs and organisations prosper which can only be good for our children and parents who live in and play in our city.

Chris GRINTER
Last year I retired after 33 years as Principal/ Tumuaki of Rotorua Boys’ High School. It was a real honour to live, work and lead this fine school for our community. Now however I have made the break, feel rested and ready to make a further contribution to our city and district if elected as a trustee for the Rotorua Trust.
I have many years experience in both administration and governance and as a trustee on trusts. I would bring that experience and those developed skills to the Rotorua Trust if elected. I am keen for the challenge and the work involved.
As I did as a Principal in our city so will I as a Trustee endeavour to make a real and positive difference through this Trust for the benefit of Rotorua.

David HORGAN
Kia ora koutou, I’m David Horgan and I was born and raised in Rotorua. I would be a great fit for the Rotorua Trust because I genuinely care about the Rotorua community and want to help it to thrive. With a strong understanding of local needs and a passion for making a difference, I bring both heart and experience to the table. I have a background in science research and am a current trustee for Tāne’s Tree Trust. I enjoy volunteering and have been involved in Red Cross, Rotaract, Royal Society, and St John Friends of the Emergency Department.
I’ve spent time working with people from all walks of life and know how to listen, collaborate, and make smart, fair decisions. I’m committed to supporting all the organisations that improve the well-being of our community.
Friendly, approachable, and community-focused, it would be an honour to serve on the Rotorua Trust.

Paul INGRAM
Proudly born and raised in Rotorua, I have always been a passionate supporter of our local community, creating opportunities for rangatahi, and growing local business.
I am the Managing Director of Lee Brothers Joinery, President of the Rotorua Business Chamber, and Chair of the NZ Chambers of Commerce and Industry. I bring extensive governance experience across sport, education, and business, locally and nationally.
I understand Rotorua’s aspirations and challenges, and believe in strong, meaningful connections between business and community. Rotorua, by design, is about connection, kaitiakitanga, and opportunity. These elements guide my commitment to helping build an even better, shared future.

Nominated by former Trustee Jo-Anne La Grouw and Te Arawa Kaumatua Monty Morrison, their support reflects continued faith in Mike’s ability to serve.
Understanding Social Issues, with extreme connectivity, provide him with clear insight to make good decisions, that benefit our wider Rotorua Community.
Awarded the QSM for Community Service, his enthusiasm, passion, and commitment continue with involvement in Voluntary, Governance, and Philanthropic organisations.
Reappointed Chairperson of the BOP/Gisborne Lotteries Distribution Committee, he’s experienced in how organisations benefit from the prudent allocation of funds.

Lani KEREOPA
Kia ora, Ko Lani Kereopa tōku ingoa. Nō Ngāti Whakaue ki Ōhinemutu ahau.
I’m passionate about driving funding towards environmental restoration and climate action. I bring strong insight into national climate and environmental challenges, as well as local priorities, with a clear awareness of existing initiatives and where critical gaps remain. With strong connections across iwi and the wider community, I aim to broaden the scope of groups and projects receiving support, ensuring more diverse and impactful outcomes. I am particularly committed to advancing community food, water, and energy security; protecting and restoring biodiversity; and fostering circular economies. I believe in empowering local and nature-based solutions, while enabling youth-led action to build resilient futures. I also seek to upskill in funding expertise to ensure resources are directed strategically and equitably, supporting initiatives that deliver long-term environmental and community wellbeing.

Raj KUMAR
My name is Raj Kumar, and I’ve resided in Springfield since 1999. I’m married to Jagruti and we own and manage the Springfield Superette and Lotto shop. We introduced the Nando’s Franchise to Rotorua in 2007 and I served as Rotorua Lakes Councillor from 2016 to 2022 with Honesty, Integrity and Passion.
Attributes I can bring to RECT.
I’m currently on the Ethnic Advisory Board for the NZ Police and I’m also standing as a Candidate for the Regional Council. Rotorua has been home for my family for over 25 years. The Community has given us much, now I want to help give back through positive direction change at RECT.
It’s time for positive change on RECT. It’s time for fresh blood and new thinking. I love living in Rotorua and I promise to engage and work for everyone.
Please vote Raj Kumar to deliver the Re-boot needed for RECT.

Lana NGAWHIKA
Governance and Community Involvement
I have had the privilege of serving in various governance roles, including as a member of the Board of the Institute of Directors NZ, a Ministerial appointee to the Lakes District Health Board, and a member to the Fire and Emergency NZ Māori Advisory Board. At the local level, I have served as a trustee and director for several Te Arawa iwi organisations.
Professional Experience
My career spans the corporate, health, public service, and kaupapa Māori sectors, with positions at Fonterra, the NZ Fire Service, Te Arawa Māori Trust Board, and the Ministry of Social Development.
Aspirations for Rotorua
Rotorua is a community celebrated for its cultural variety and natural beauty. We are fortunate to be surrounded by environmental advocates, educators, healthcare professionals, and innovative business leaders. Supporting the initiatives championed by these creative individuals is essential to our continued growth and success.

Phil PALFREY
I am standing for election to the Rotorua Energy Charitable Trust to continue serving and supporting our community. Over the past 25 years, I have worked in education, including as Principal of four schools – two here in Rotorua – where I have led significant initiatives to raise student achievement, strengthen whānau engagement, and build strong partnerships with local organisations.
I also bring governance and community leadership experience, having served three years on the Manurewa Community Board, where I contributed to decision-making, budget oversight, and community development projects. These roles have required accountability, transparency, and a commitment to equity – qualities I believe are essential for trusteeship.
Rotorua has given much to me and my whānau, and I am passionate about ensuring that the Trust’s resources are invested wisely and fairly to create lasting benefits for our people. I would be honoured to bring my experience, integrity, and dedication to this role.

Steve PINDER
I appreciate the need for consistency among trustees; I also believe that change is beneficial.
While I see many people applying for multiple positions in the community, I am choosing to focus solely on this.
Financial Acumen – I bring over 40 years of banking experience: with 20 years with Westpac in New Zealand, at the corporate finance level. This background provides me with a high degree of financial competence.
Community Commitment – I did spend 10 years on the Rotorua Chamber of Commerce, President of Business SWAP (brought two BLAST events to Rotorua), was a member of a School Board of Trustees.
I moved to Rotorua in 2004. My wife, Colleen, was born in Whakarewarewa and is Tūhourangi, Ngāti Wahiao.
I am focused on one role. Bring financial acumen, proven commitment to the community, connections to local iwi.
This gives me a strong CV for the role of Trustee.

Merepeka RAUKAWA-TAIT
Successful grant applicants often tell me how grateful they are to receive funding for their organisation, venture or special project.
The grant contributes to the success of their initiative. I feel as a Trust we must also be grateful and thank these organisations for their hard work. They identify unmet needs and commit to doing something about them.
Many organisations also identify opportunities not to be missed and are constantly seeking ways to improve or add additional services.
We know that at present many organisations are struggling to meet the increased demands for their services, and this is over a range of areas including: health; sports; education; the environment and cultural activities. Our families can be engaged and take an active part in their communities because of the work and commitment of those who receive funding from the Trust.
Thank you for making Rotorua the caring city it is.

Tracey SCOTT
Born and raised in Rotorua, I have a strong and lasting connection to this community. For 20 years I worked as a press photographer, gaining valuable insight into the people, stories, and events that shape Rotorua. Since 2007 I have been self-employed, running my own business while continuing to stay actively involved in community life.
Giving back has always been important to me. I have volunteered with Rotary, Riding for the Disabled, and Hospice – supporting causes that make a real difference for local people. I also have a strong interest in the arts, recognising their role in enriching and connecting communities. I believe the Rotorua Trust offers an opportunity to extend my commitment, helping to strengthen both the well-being and creativity of our city’s future.

Crispian STEWART
I’ve lived in Rotorua since 2004, spending 18 years in the Events & Venues sector at Council, managing venues, attracting and delivering events that enrich our community. I now work as the Projects and Engagement Manager at Ray White, guiding ownership, rental, and development within our evolving housing market. My community involvement includes roles with Hospice, Ronald McDonald House, Rotorua Youth Trust, Rainbow Rotorua, and school Boards of Trustees. I’ve actively supported local sport, particularly cricket, across junior, senior, youth, female, and culturally at local and regional levels. I also volunteer as a local sports journalist. My wife and I own and operate Rotorua’s NumberWorks franchise, employing 15 tutors and teaching 250+ students annually. Our three children were Rotorua raised and whakapapa to Ngāi Tahu. My experience spans community, business, sport, public, private, education, charity, entertainment, art and culture — providing a foundation for an effective Trustee. Thank you for considering me.

Debbie STEWART
MNZM
For People, Place, and Purpose.
I am proud to call Rotorua home – a place where I have dedicated much of my life to conservation, education, and community leadership.
My professional background spans management and governance roles, including Rainbow Springs, Eastern Fish & Game NZ, and as the Founder and long-serving Executive Director of the Wingspan Birds of Prey Trust. These experiences have given me a strong foundation in governance, environmental stewardship, and working alongside diverse communities.
I bring integrity, proven leadership, and a deep commitment to both people and place. If elected, my priorities will be fostering cultural and environmental resilience, supporting sustainable community development, and supporting local projects that make real difference.

Kahutapeka UTUTAONGA
Ko Kahutapeka Ututaonga tōku ingoa. He uri tēnei nō Te Arawa Whānui.
I am honoured to stand as a candidate for the Rotorua Trust. I bring experience in funding governance across environmental sustainability, arts and culture, rangatahi Māori development, and sports and recreation.
I’ve served on multiple panels and advisory groups, advocating for equity, transparency, and kaupapa Māori approaches. I believe in the power of well-directed pūtea to create meaningful, lasting impact – guided by community voice, lived experience, and tikanga Māori.
I’m passionate about supporting rangatahi Māori to lead, thrive, and stay connected to their identity and whenua. I also value initiatives that weave together science and Mātauranga Māori to care for our environment and recognise sport and recreation as vital for whānau and community wellbeing.
If selected, I will bring a balanced, strategic, and values-based approach to decision-making, committed to outcomes that uplift and empower our Rotorua communities.

Fisher WANG
Kia ora koutou, it’s been an honour to work hard for our community as a Trustee on Rotorua Trust over the past 3 years. I have had the privilege of holding the Vibrancy portfolio, encompassing Arts, Culture, and Sport – championing community initiatives and projects that will help Rotorua thrive.
I have served as a Councillor for the past 6 years, studied Law and International Relations, am a certified RMA Commissioner, and have been involved with many local and international organisations, which enables me to have a global perspective on local issues and be inspired by the potential our community and people have.
I bring energy, experience, integrity and a deep commitment to this role. My focus is continuing to ensure that the Trust’s perpetual investments work to support our local organisations to shape a thriving community and vibrant future for Rotorua.

Mercia-Dawn has worked alongside a wide range of organisations, championing education, youth development, and cultural initiatives that reflect Rotorua’s unique identity.
